Overscroll bounce effects on sub-scrollers

Back in 2020, there was a blog post that https://blogs.windows.com/msedgedev/2020/04/02/scrolling-personality-improvements/#:~:text=enable%20this%20effect%20for%20sub%2Dscrollers%20within%20the%20page%20in%20a%20future%20update that work on implementing the overscroll bounce effect on sub-scrollers would occur in the future. I have not been able to find any evidence in this tech community or flags that enable this feature. Had this feature been removed from the roadmap?
