Make overscroll flags fully fledged settings

#overscroll-history-navigation

#pull-to-refresh

#touchpad-overscroll-history-navigation

 

And bring back overscroll threshold

    I'm not sure if the flags are not working for you, but I do see these flags.

     

    In both Canary and Dev for Windows I see #pull-to-refresh gesture, overscroll-history-navigation, 

    #touchpad-overscroll-history-navigation, but I do not see a threshold one.

     

    Please let me know if they are showing for you,

      I'm not even sure if you read my title. It's a suggestion to make them SETTINGS INSTEAD OF FLAGS.

      As I said above, the overscroll threshold flag was removed in Chromium although I'm sure it can be brought back
