Is this new?

In August, here where I live we got the remaining rain from a hurricane. On MSN there was a Flash Flood warning but on the New tab it showed "Rain, 88 ℉" and there was no red warning. Now a heavy rain just passed away (5 min. later, it's here again) and it now shows the red triangle warning.

Is this new?
