Hardware HEVC decode failure in Edge Dev 156 triggers Error 3000 on Twitch high-res streams

Question

In my case, when Twitch playback switches to 1440p on some streams (toggle) it sends HEVC, and Edge Dev 155's hardware HEVC decoder (the DXVA/Media Foundation path) fails within milliseconds of starting, and since there's no software HEVC fallback, playback dies and Twitch shows Error 3000.
