I like using the new Microsoft Edge, but at the moment it seems that my browser history is sent to Microsoft to "Improve your web experience by allowing Microsoft to use your browsing history from this account for personalizing advertising, search, news and other Microsoft services" even though I turned that off. I have noticed this thanks to the activity history in the Privacy Dashboard.
Yes, I use the sync feature, and the View your data on the privacy dashboard (microsoft.com) article says with enabling sync "browser history may appear" in the privacy dashboard, but according to the Microsoft Edge browsing history for personalized advertising and experiences article, turning off the "Personalize your web experience" option should stop that behavior.
Therefore, I want to report this as bug and I hope this is the right place.
