CONTENT LIBRARY DRIVE FULL

I know the subject if vague. I have 2.15MB of space left on the Content Library Drive. I tried to run the ContentLibraryCleanup.exe /dp scmcfm001.domain.com /delete, but am getting an error:

System.InvalidOperationException: This content library cannot be cleaned up right now because package CL100002 is not fully installed.

The package referenced is the Configuration Manager Client Package. It shows as being sent to the Content Locations. I cannot Remove either. I also cannot Deploy it. Choosing Validate and Redistribute, I am getting an Error Failed to Distribute content. Looking at the PkgXferMgr.log, I am not seeing anything. In the Distmgr.log, I am getting this error:
