Can I use MS Azure Directory SSO to set users up on systems (user provisioning) that don't have Microsoft email addresses?

You can use AAD B2C to integrate with Identity Providers such as Facebook or Google.

If this does not map to your use case, could you please update your query with an example of what identity is seeking access to which form of system?
