I have done testing with my lab as you mentioned I setup my win 10 VM using O365 user when fresh installation and it shows in the AAD.
Which windows 10 are you using (1703) ?
Yes, the first PC is Windows 10 1703. It is important to note, that when I follow the instructions at https://docs.microsoft.com/en-us/azure/active-directory/device-management-azuread-registered-devices-windows10-setup, I never get prompted for the password as shown in step 6.
I used the Windows 10 1703 for test and It works without any trouble.
