Cannot Create Azure Subscription

Already contacted support cannot create free or payg subscription, states not authorized, tried on IE Opera and Chrome and Incognito, same problem either free or payg subscription. Someone please help I need my account up and running. Support stated wait 3 hours and they would disable the phone verification but it is still there???
