Can we grey out this feature "Include packages from common public sources"

We are the Project Collection Administrators and created a "Project Administrator" group with Managers and Team Leads. The Project Administrators have the permissions to enable the "Include packages from common public sources" when they create the feeds.

Is there a possibility to grey out this feature or not allow them to enable this feature.

If there is no possibility of that, can we as Project Collection Administrators be notified that in so and so project this feature "Include packages from common public sources" has been enabled via email notifications or so.

If the above task cannot be performed please suggest what extra level security settings we can apply to avoid the use of upstream external sources, at organization or project level.
