We are the Project Collection Administrators and created a "Project Administrator" group with Managers and Team Leads. The Project Administrators have the permissions to enable the "Include packages ...
If the above task cannot be performed please suggest what extra level security settings we can apply to avoid the use of upstream external sources, at organization or project level.
