Azure Virtual Desktop remote desktop virtual drive on rdwebclient download permission

We are currently using Azure Virtual Desktop with an application which is shared via Remote Desktop Web Client. If I login to our desktop I can use the remote desktop virtual drive on rdwebclient download folder to download files from the machine, however if I open an application and try to save a file via the application to the Download folder I receive the following error.

How do you allow applications to have sufficient permissions to save to the Download folder so that end users can download files from the remote machine?

Seems related to permission issue, what is your assignment so far?

I'm not sure where the permission are set.
If i login to the desktop with the same credentials i can copy a file to the folder and it downloads successfully. If i then open an application lets say notepad and use the save as option and select the downloads folder i get the error message.
