Please check the event viewer logs for warnings or errors regarding the enrollment attempts. Event Viewer > Applications and Services Logs > Microsoft > Windows > User Device Registration > Admin
Can you try to enrol the AVD session host via the command line so you can get debugging information? CMD (as administrator) > dsregcmd /join /debug
