They can track their license utilization, increase or reduce the license assignments for the selected scope as needed without any risk of compliance violation.   • The overall concept of "Licensing" in the Cloud makes no sense. 

    It really makes me think "Let's switch to AWS, I will pay SQL Server licensing anyway". 
    Microsoft should think about removing or at least reducing the License price by default, at least for Microsoft products on Azure.
