Azure Functions Python vs code

Hello,

I have a problem when I try to create a function in Azure functions, I have created a local project and the .py file can run locally. 

However when I press "Start debugging to update the list" in the Local project I get an error 

I get this error in that box

In the terminal I get the following error

Thank you for the help, I have been stuck on this for awhile
