Are you aware that with NTLM outbound blocked, Windows is not able to determine its group memberships or GPO filtering based on computer OU? If you block outbound NTLM, any function that requires the computer to enumerate it’s group membership or OU location will fail. GPO registry preference items ...

Especially for the "how to find those using old hash" part at the beginning, which is so very important.Question for the XML event filter: I always add the "provider", in this case probably [Provider[@Name='Microsoft-Windows-Security-Auditing']]. which speeds up the similar query for NTLM...
