Manually install Office graphics filter

Has anyone managed to install office graphics filters manually? I have a Microsoft Access application that runs fine with Runtime Access, however, the application depends on Office 2010 (or 2013) 32-bit graphics filters and I wouldn't want to have to install full Office.

What do you need to do with "Office graphics filters"? Can you give us an example of what is required and why? It's a bit unclear what the problem is at the moment.
