Every even clicks the site would not open in IE mode.

We're a private company recently installed policy file to configure Microsoft Edge for business. To enable IE mode we followed steps as posted here (https://docs.microsoft.com/en-us/deployedge/edge-ie-mode) but we are having the following issue:

Every even clicks (2, 4, 6, 8, 10 ....) the site would not open in IE mode.
Example:
1. Open browser (homepage set to https://mydomain.org) - loads in IE mode
2. Click href from hompage - doesn't recognize IE mode. only does if reloaded page manually.
3. Click another href - loads in IE mode.
4. Click another href - doesn't recognize IE mode. only does if reloaded page manually.

Note: If manually typed in url and hit enter, the site would open in IE mode.
