The printers shared by Universal Print are not visible or cannot be added in Azure virtual machines.
They must add support as many companies currently have no solution within azure for printing

MicrosoftUniversal Print is supported on Azure (and other) Virtual Machines. There are some user experience caveats and those are being currently fixed.
