We need some way to add the printers on a per-machine basis similar to deploying via Computer policy in GPO.
Otherwise it is impossible to use Universal print with SharedPC mode!

I need this as well! It's really hampering our ability to use Universal Print. I feel like shared device scenarios are always an afterthought with Microsoft.

This is needed also for batch/non-interactive printing or where a non AAD joined device or service account needs to print e.g. from a trusted IP via conditional access policy

You got it.
This is for kiosk machines/ sharedpc mode. For instance in our case, we have computers that are open for public use that are deployed by Autopilot in sharedpc mode. The user is always "Guest". So we couldn't license the user but we could license the machine if that was possible.

Is the ask to allow any user using the Windows PC to have access to the installed Universal Print printer, even if the user is a local user account or a guest user account in Azure AD?
Are all users using the shared Windows PC have a Universal Print license assigned?
