Remove requirement of UP licence for administration
It's best practice for admins NOT to assign admin roles to their day-to-day (email, computer login, Teams etc) account, but to have a separate Admin Account. Your email/computer login/Teams account has no more permissions than a standard (non-IT) employee, and all admin roles are assigned to your admin account.
There has never been a cost penalty for following the best practice, because everything else in M365/Entra/Azure can be administered by an unlicensed account, and it's compliant as long as it's the same human who already has another licensed account.
Implementing Universal Print, we are finding that there is now a cost penalty for following best practice: the admin accounts have to be licensed, otherwise even with the Print Administrator role, they cannot administer Universal Print.
