Improve notifications, logging and error notifications

Hi,

We would like more error logging and notifications in universal print. This is to help us improve our servicing, and receive notifications before they become errors.

Notifications that would be great to receive:

- Universal print connector offline since x hours

- Printers offline since x hours

- Jobs that are available for the rest of the month are running low.

- Printers display an error state.

- Print jobs can't be processed.

We would like notifications for these errors to be sent to an e-mail adress.
