Allow dividing up printers into folders/groups for administrative purposes

Create folders that are security and managerial boundaries.
For example: In the Azure console I want administrative users in Texas to be able to see only Printers in Texas.  When I assign an administrative role I want that role to apply to only administrators in Texas.

This will make the console much faster as you do not have to look at all the printer in the organization. It will also work well to decentralize the administration of printers.
