Adding support for the REST API in an on-prem environment should almost be considered a "must have" feature in the year 2021.
Currently, the only recommended workaround is to use SOAP/XML (see Github issue: https://github.com/OfficeDev/office-js/issues/991#issuecomment-971362217).
Please strongly consider adding support for consumption of the REST API in an on-prem environment.
