How can I use my cellphone number for Developer Program signing up procedure?

Greeting you all! I have a problem with this Developer Program that I really want to try.

The issue is following script in below:

1. I made a new MS account specially for this program trial

2. I do follow to a web page with joining procedure to MS365 Developer Program

3. I do follow all steps are needed over there and face to cellphone registration.

4. I based in Uzbekistan Republic and for sure I use my personal cellphone number +9989****0596 to get in. 

5. The problem with cellphone number verification appears every single time I tried with this step of registration.

So, I can't proceed on this step due to this issue. And I can't finish my registration. 

P.S. To be honest, I tried to do the same, but with cellphone number of my fellow from USA - the result is similar, but moreover - the system says that this number is blocked due to antifraud policies.
