Graph Webhook: User Profile Updated

Currently there is a webhook that sends requests when ```/users``` are updated or when a specific ```/users/{userid}``` is updated

This idea is either an extension of that hook or a separate webhook to get notifications when any user or a specific user makes a change to their ```profilePhoto```

The use case I have in mind is to help our org keep user profile photo changes synchronized with other external systems.
