Enhance the delta endpoint to support the $filter query parameter.

Hi All,

Currently, the delta query (User Graph API) does not support the $filter query parameter.
So as consumers of API, now we are required to add custom logic to filter the returned users on our own. This approach could be error-prone and not extendable.
If delta API support this filter then we can use the same oData filter standard to filer the delta.

Could you please add support for the filter in delta queries?
