Use Sequence parameter to sort ListView Command Set in the menu. Currently commands added via SPFx apps are placed automatically. Our adoption would significantly increase if we could place our 'Templates' command at the beginning of the command bar. This would be much more aligned with how users would want to use our 'Template Chooser for SharePoint' product.
