The UpdateMessage api already allows modifying the body of a message - although this is specified as not supported unless isDraft=true.
I find this feature very useful for my company and our clients.
Also note that updating a message or creating a new message is possible in g-suite, and doesn't seem to be possible in exchange.
My suggestion is to simply officially support what's already working via graph api. (i.e. just change the docs?)
