Allow global admins to send a notification email which must be read and cannot be deleted.

Global administrators and/or their delegates (i.e. via PIM) should have the ability to send a notification email in which all Exchange enabled users will have pinned at the top of their inbox that cannot be deleted until read.

Important impacts/changes/notifications are often only read by 75% of an organization which leads to unnecessary support requests.
