Add parameter to OnAppointmentSend event to enable detection of meeting cancellation

Currently it is not possible to detect when a user cancels a meeting. This could be made possible by adding a parameter to the OnAppointmentSend event to allow developers to detect whether the meeting message being send is intended as a cancellation.
