Add 'Clear Web Cache' menu item to Office JS add-in Task Pane installed in Windows Office apps

Currently JavaScript add-ins that are installed in Desktop Excel for Mac offer a 'Clear Web Cache' menu item within the Task Pane.

This 'Clear Web Cache' menu item allows end users a quick and convenient way to clear the cache for the installed JavaScript add-in to fix various issues.

This 'Clear Web Cache' menu item also allows a quick and convenient way for vendors supporting these JavaScript add-ins to easily instruct end users to clear the installed JavaScript add-in web cache and cookies.

Currently Desktop Excel for Windows only provides the 'Attach Debugger' menu item, which brings up DevTools. DevTools is a bit overwhelming for many end users to navigate so that they can clear the web cache and cookies for an installed JavaScript add-in. It's also more of a challenge for vendor support to assist an end user with clearing the cache and cookies within their JavaScript add-ins, as well as having to be cognizant of the different ways to clear cache and cookies for their JavaScript add-ins installed in an Office app on Windows vs. Mac.

Providing the 'Clear Web Cache' menu item for JavaScript add-ins installed in Desktop Excel for Windows, as well as other Office apps, will not only make for a better end user and vendor support experience, but it will only provide a consistent menu and troubleshooting experience between Offices apps on both Windows and Mac.
