Hi, we got the same issue reported today as well.
Did you already try something to fix this? Like updating fslogix maybe?
The local pic should be here: C:\Users\YourUsername\AppData\Roaming\Microsoft\Windows\AccountPictures
So I will try to check if in the programdata path a user picture is stored.
