Regarding the Windows enrollment will include quality updates during OOBE change, the bulletin states this will affect devices enrolled in an MDM. Am I correct that this will not affect devices that are imaged with Config Manager?

If your task sequence installs the OS end-to-end without having the user go through an Out of Box Experience, then they would not be affected by this new capability.
