When you create an Intune "Windows 10 or later updates" Configuration Policy for a deployment ring, you can set your Deadline for Feature Updates. This gives your users space between getting the content for the update and when a restart will be required (in days) to apply it. If you are looking to stagger across your environment, you should be using a ring-based approach, to cascade out at different start times to different device populations.
