Nesav132 ,  great question!   We are actually in the final steps of completing adding an option to make the update optional to end users, and hoping you'll see that in Feature update policies in Intune in the next month or two.   It won't pre-download the update, but will enable the end user to choose if they want to install it.  Later, when you are ready to make it required for everyone, you can just change the setting in your policy, and it will become required for everyone who hasn't installed it yet.
