I have devices that are eligible for Windows 11 24H2 but they do not think they need to update when we prompt them to update. Does 24H2 have full general availability to all devices, or is it's rollout still being staggered? For context, the devices we have are on Windows 11 23H2.

Check for any Safeguard Holds, that is generally why the update is not being offered. Windows 11, version 24H2 known issues and notifications | Microsoft Learn There is several still in place, one or more of which could be applicable to devices in your environment.
