We've received a lot of feedback in the past 3 years of Windows 11 where customers want the old Start Menu and Task Bar back, but for various reasons, we haven't re-implemented it. Your best bet is to use Feedback Hub (🪟+F) and add this as a Suggestion. Feedback from Feedback Hub goes to the proper team.
