Check out Azure Private Link with Azure Virtual Desktop - Azure | Microsoft Learn, which provides a mechanism to privately connect to remote resources. There are some caveats in the article, but definitely take a look as this may be able to assist here.

SmileyvilleRocks - The other thing to add is that in the same Azure Virtual Desktop documentation, you'll see that you can also create Windows 10/11 Enterprise multi-session VMs and enroll into Intune, if that is a way you want to keep costs lower for your consultants.
If deploying resources in Azure is something that your organization is doing only for these consultant scenarios or doesn't want to support for the consultant scenarios, you can also try out Windows 365, which handles the Intune enrollment as part of the automated provisioning.
