Yes the use case is similar to what JasonS stated, we are trying to manage a subset of users with inheritance rules bc we don't want to run into the administrative nightmare of excluding them from the enterprise Win10 Update Ring Policy. DavidG - you are correct, you receive a deployment conflict error when these CSP come down.
The questions really stems from SCCM Maintenance Windows and also how Intune manages multiple policies on a single machine.
One thing you could think about is allowing the update to go through and then specifying a deadline for Auto restart which should meet your needs based upon the description. All the settings are here.
