If I have a VNET in North Switzerland, the cloud PCs are connected there, and now the data center is down. The cloud PC automatically switches to Switzerland West, right? But I don't have a VNET there. So do I have to deploy a VNet in every possible region?

Currently, another on-premises connection is needed to the other data center location to spin up another cloud PC in more regions as failback. We are adding more BCDR options soon into our offering that will make this process more streamlined.
