I can see we should create a on-premises connection with Active Directory in order to provision Cloud PCs, Is it a Site to Site Connection we are talking here? Or are we installing any agent on on-premises domain controllers? Could you please explain how this works?

Thanks for the question! The on-premises network connection requires an Azure virtual network that has line-of-sight to your domain controller so that provisioned Cloud PCs can complete the domain join to your Active Directory, and then complete Hybrid Azure AD join so the device records are synchronized to Azure AD.
To do this, typically we see customers do either a site-to-site connection (as you mentioned) or through an Azure ExpressRoute (which is through dedicated bandwidth).
