What are the deciding factors for an organization to choose Windows 10 21H2 in place of Windows 11?

"the deciding factors" imho: if they have the staff or can hire them for re-training. Explorer, start screen, settings and how to use them efficiently. next: compatible hardware that meets the requirements. next: UX some might have Win11 and some Win10 which is a big difference in the UI and for the support staff.
