Can the resources be pooled?
Example: 15 people occasionally accessing a device to pull up drawings, but never more than 5 at a time.

  Rickett If I am understanding correctly, you want the Frontline Dedicated licenses to be pooled? This is the default scenario, What is Windows 365 Frontline? | Microsoft Learn and we just recently launched a Preview feature to dedicate/pool at the group level within a provisioning policy, Create provisioning policies for Windows 365 | Microsoft Learn

  Windows 365 Frontline Cloud PC in shared mode will allow you to create a collection/pool of Cloud PCs that can be shared across a group of users that does not require any data persistence.
  
  If your use case requires data persistence Windows 365 Frontline Cloud PC in dedicated mode will be the better selection.
