Thanks for the screenshot! Yes, this is the Enhanced Phishing Protection feature. You're seeing it because the Windows Security App (which is what's shown in your screenshot) shows this on all Windows 11, including 21H2. However, the Enhanced Phishing Protection feature itself only works on Win11 22H2, regardless of what you see in the Windows Security App.
