The Windows Backup policy can be configured to target set of devices or users. The Windows Restore policy on the Enrollment page is applied to the entire tenant. The Windows Restore policy on the Settings catalog can be device targeted though (note: this will only apply to the Restore experience during first sign-in). Last question: Does Windows Backup for Organization have additional cost, or it is already part of the E3/E5 license and no extra cost added if used?

    Windows Backup for Organization is included with Windows and does not require additional license.
