Agree with Jay Michaud about the desktop shortcuts, I don't see what we would want to advocate this as most enterprise desktop engineers would look to mitigate these being part of the packaged solution and let a user create it if they require it.
Looking at this further, is this more related to the fact that users can't right click MSIX created start menu shortcuts to save to the desktop any longer if they tried to navigate to the location of the start-menu or physical file and 'Send to Desktop'?
