Please cancel your planned "Desktop Shortcuts" feature. The desktop belongs to the user, not app developers. If the user wants a desktop shortcut, he or she can create it himself/herself.

The current implementation in the MSIX Packaging Tool does not enforce Desktop Shortcut creation. Rather, it aims to provide flexibility to Developers and IT Professionals who wish to ensure a consistent end-user experience post application conversion. The features will be optimized further as we continue supporting an open platform that empowers app developers to achieve more. We thank you for all the feedback and encourage you to stay engaged with us through the tech community.

It is more important that the user can create the shortcut himself/herself. This isn't very easy for a normal user like you see in this thread https://techcommunity.microsoft.com/t5/msix/user-can-not-create-desktop-shortcut/m-p/3998633
