Modern management or Windows 11? It’s more about "and" than "or"

Looking at Intune/Co-Management at the moment, the biggest issue in Education is that most of our laptops/computers are shared and not 1:1. Intune in our testing has not worked well at all in this shared device model where policies are very hit-or-miss whether they apply promptly on logon, compared with Group Policy that 99.9% of the time applies at logon without issue. What do you recommend in this education shared-device scenario for intune/co-management?
