If a FIDO key is an option why not just require it too instead of tossing working devices ? There are keys available that allow both authentication and portability. Do we really need to toss the expensive systems ?

because purchasing Fido keys is a lot more expensive over a 2 year period than it is to maintain a virtual CA environment...... Not to mention the management overhead of maintaining those keys. Having an environment that puts as little strain on the end user, as well as removing the management of keys is more than worth the price of admission.
